| | | | | | | | | | Internet Anonymity a Thing of the Past? | | Websites and message boards on the Internet are places where people can post comments and opinions about topics. ⓐThey are very popular in Korea, where a high number of homes have broadband Internet access. On many sites, people can post messages without using their real names. After actress Choi Jin-sil's suicide, some people said that negative anonymous Internet messages were partly to blame. Soon, all users may have to register their real name before posting on message boards.
Since Choi's death, the issue of "cyber bullying" has helped push Grand National Party lawmakers to tighten restrictions on the Internet. The government's Cyber Terror Response Center has been monitoring blogs and message boards to find cyber bullies. Last year, there were 406 libel lawsuits that started from articles on the Internet in Korea. Other celebrities and regular citizens have also had problems with false Internet rumors.
According to the Korea Communications Commission (KCC), users will need to type in their registration numbers or I-PIN numbers if they want to leave a message on the Internet. Many Korean Internet portals already require ID numbers. If lawmakers approve the "Cyber Slander Law," the new regulations will start sometime in November.
Some people, however, do not think this is a good idea. People who oppose the law say it could take away freedom of speech. It would help stop cyber bullying, but could turn into online censorship. One professor says more work should be done to educate people about responsible cyber behavior instead of just trying to control everything on the Internet. Others worry that President Lee Myung-bak is using cyber bullying as an excuse to keep critics quiet.
