Security Cameras in Schools

We have all seen television programs that show criminals caught on camera. It is one way that business and the police fight crime. Closed-circuit television (CCTV) systems are often in department stores, subway stations, and other public areas that need to be watched for people's safety. Many schools now have CCTV systems to protect school children from kidnappings and other crimes.

One lawmaker wants a law that would make CCTV systems mandatory in all school zones. School zones are areas within a 300- meter radius of the front gate of kindergartens and primary schools. Representative Han Sun-kyo says that more surveillance cameras would help reduce kidnappings and traffic accidents in school zones. Currently, 109 of 566 elementary schools have CCTV cameras. Even though the systems cost 2 to 3 million won to install, more and more schools are adding the security systems.

Not everyone is happy about the use of CCTV in schools. Some students and human rights groups say that security cameras are inappropriate and should not be used. One group called Teenager Human Rights Network argues that the cameras are a violation of their privacy. Also, the cameras are not in the best locations to record criminal activities. Many schools have cameras in low-crime areas such as the principal's office, cafeteria, and main hallways. The student group also says that it feels like schools are treating everyone like a potential criminal.

However, some teachers and principals want more cameras in schools to help them prevent crimes in the classroom. At one school, three students' wallets were stolen in a classroom. As a result, teachers asked the principal to install security cameras. "Haksamo," a civic group composed of parents, supports the use of CCTV. They argue that CCTV can help regain order and safety in public schools.
